These CSVs are the aggregate tables behind the NITI Scope site, derived from
~3.17M unique contract awards / ~3.9M tenders from India's CPPP and state
procurement portals (via the open scrape at tender.sarthaksidhant.com; the raw
scrape holds ~4.9M award records, of which ~30% are exact duplicates from
overlapping scrape partitions - we deduplicate before analysis).

Caveats (short version - full version at nitiscope.com/methodology.html):
- Bid-count and date-based figures are robust; contract VALUES are directional
  (buyers publish them inconsistently). value_cr = Rs crore (1 crore = 10M INR).
- Single-bid rates are a competition-risk indicator, not proof of wrongdoing.
- This is a third-party scrape of public data, not an official government dataset.
