Which sectors run the least competitive procurement?

One competition grade per buyer sector, built from three signals: how often only one bidder showed up, how often tenders gave too little time to bid, and how concentrated the winnings are. A is healthy competition; F is the weakest. It is a risk signal, not a verdict.

The grades

Sorted weakest competition first. The grade is a transparent composite: single-bid rate (50%), short bidding-window rate (30%) and vendor concentration (20%).

Single-bid and short-window are robust (bid-count and date based); concentration uses contract values, which are directional. Sectors are inferred from the buyer's name. A grade reflects a sector's competition health, not any organisation's conduct. See methodology.

By buying organisation

The same idea, one level down: the buying organisations (500+ awards each) with the highest single-bid rates - where competition is thinnest. A risk signal, not a judgement on any organisation's conduct.
